The town crier tells you that the local Magistrate is always looking for Captains to do jobs for him.
This mission merely serves to send you to the local magistrate to pick up some missions. Note that it can still be taken (and finished) even after you have done all of Metcalf's missions, if the tiny reward is worth the few extra steps into town to you.
