It's now time to try a different tack in your search for the corsair spies. Go to a tavern in a nearby port and see if you can find anyone who's come across their ship. Try not to attract too much attention while doing so.
Go to the tavern as directed. Once inside the mission instance you will find a new ally, a number of pirates and the barkeeper. At first nobody will be hostile. Talk to the barkeeper and then to one of the pirates. If you don't manage to avoid the fight, the pirates will all jump you (all of them level 10). Defeat them and then talk to your ally right there to get one of the follow-up missions (you get the other one from the same NPC that gave you this mission).
