The Navy Officer who took you under his wing is offering you your first independent command: you are to lead a small flotilla on a pack of enemy ships. You should outnumber the enemy, so it should be easy.

First you will have to talk to your Navy contact (and overhear a conversation that you weren't meant to overhear). Then you will get your mission briefing: you will have to meet with the officers under your command, then lead them into battle.

The meeting goes smoothly, until a crewman brings bad news: it looks like all the ships are leaking! Half the crew is at the pumps, and for now they are dealing with it, but it does mean you'll have to hurry. What this means as far as your mission is concerned is that every ship on your side (including your own!) will have to fight the coming battle while under an effect called Leaking (a slow but steady damage over time effect on your hull).

The fight itself is a massive sea battle against an enemy fleet which are all between levels 8 to 15. You will have seven NPC allies, so you actually do have your opponents outnumbered. Unless you take a very long time (or take a lot of damage from your enemies), the Leaking effect isn't really all that big and mostly negligible.
