Since you arrived, pirate attacks on the town have decreased. Now the magistrate wants to finish them off - sail to their hideout, land there, and throw them out.
Despite the initial mission description, this actually turns into a sort of blockade running mission: you will find nine pirates, several of which will be level 10 or higher, and will have to reach the escape point. No fighting is required - you can just make straight for the exit.
