At the start, there will be four neutral ships of level 12-19 off in the distance, while the mission NPC is near you and allied. Your ally is a level 14 ship with a damage boost buff. Sail in the general direction of the neutral ships and they will turn hostile. They will give up long before sinking. Defeat them while keeping your ally alive to complete the mission.
