The man you captured wasn't the con artist you were looking for. But he's definitely in his employ, according to the magistrate. After a night of "interrogation" they've managed to get his location out of the prisoner.
All enemies in this mission will be between level 14 and 17. At first you will have to fight two of them - but after you sink the first one, two more will pop up, raising the total number of kills required to four.
One problem is that you'll start the mission pinned at the end of a bay with the wind against you, and two stone pillars that can be used to break line of sight. Keeping the ambush in mind that will descend on you, you'll either want to get out into open water before you make the first kill, or stay in the starting area and make use of the landscape features with careful maneuvering so ideally you'll never be under fire from more than one or two enemies.
