The merchant you've been trying to frame is attemtping to expose you and the spymaster. You have to stop his ship before it reaches the enemy fleet.
This is a sea battle again three opponents, all between level 19 and 21. You will actually only have to kill one of them, the one called Merchantman (the objectives shown on your screen do not make this very clear). The other two are his escorts.
