It's now time to reveal yourself to the Dutch Captain you've framed. Go and meet with him and suggest that if he returns to Europe, the matter will be pursued no further.
The ship you'll have to meet with will be guarded by two escorts (all of them between level 19 and 21). They will all be non-hostile at first, but attack you after you've talked to the marked merchant ship. You only have to defeat this merchant to finish the mission.
