The Cardinal wants to know what the Pirates were doing out there, and how those strange lights fit into the story, so he asks you to take a closer look at the area.
At the start of the mission, there will be a single, non-hostile level 44 ship nearby. Your first objective is to sail up to it and talk to it. After this it will turn hostile, and two of his friends - between level 38 and 41 - will appear close by (well within cannon range) and attack you as well. Defeat the original ship to finish the mission.
It helps a lot if you park directly behind him before talking to him and then fire a point-blank broadside into his stern as soon as he turns hostile. Depending on how confident you feel about your chances in boarding combat, you can instead also go alongside him for an immediate boarding attempt.
