The documents you brought her have confirmed your contact's suspicions. Now you'll have to confront the main suspect Zabala with the evidence and hopefully learn who is the architect of the scheme, if it's not him.
First you have to go and talk to Salomon Zabala. He'll soon fold and tell you who the man behind the plan is. This man is about to leave Havana.
The main part of the mission is a sea battle against three opponents (one level 50 flagship and two level 46 escorts). You have to board the flagship, and will have two NPC allies to help you.
