A man who's behind bars is imploring you for help: while he admits he committed the crime he's accused of, he hopes that the Town Boss could be convinced to look the other way - as long as he has something else to look at, that is. You have to talk to the prisoner's wife and convince her to part with what's left of her dowry.

You'll have to sail to another port and run a blockade there. The blockading ships are approximately between level 1 and 5.

Once you have done that, talk to the prisoner's wife to claim your reward and get the follow-up mission.
