The first thing the Navy Officer proposes to do is to cut the Pirates' supply lines. This means sinking any smuggler ships you can find.

There will be a single level 16 ship ahead of you, still non-hostile. As you approach it, the mission objectives change and you can attack it. You will have to board it to finish the mission.
