With the blockade of the captured town having been successful - in a great part thanks to your efforts - it is now time to throw the pirates out and force them to capitulate. Capturing their fort should do this.

This is marked as a group mission.

The fort will be guarded by three ships, all between level 5 and 12. They will meet you well outside the fort's gun range, so you can safely take them out first. Since they come at you from far apart, you might even be able to mostly finish the first of them off before the others arrive.

After this, go for the fort, but be careful not to destroy it, because it doesn't have many structure points - best only use anti-personnel shot.
