The Town Boss has been approached by someone claiming to have information on Inquisition activities in the area. He would like you to meet this man for him, but he warns you that it might very well be a trap.
At the start of the mission, you'll see a single, non-hostile level 34 ship ahead of you. Sail up to it and talk to it. At this point it becomes hostile and two more ships appear nearby (both around level 27-28). Defeat the original ship to finish the mission (it helps if you park directly at his stern before talking to him and hit him with a point-blank broadside before he can get underway).
