Now that you confirmed her suspicions, Delilah Purcell wants to know who has been digging up the underwater graves of the people lost in the earthquake. Since this is by far no easy undertaking, the list of suspects is small. She wants you to talk to each of them.
No fighting is required for this mission - you just have to talk to two NPCs in town (the second one will let you claim the reward).
