The Navy Officer thinks you were set up for that mutiny by the very merchant captain you were to escort. Not that he has any proof of that - but at least he's again given you permission to "recruit" a new crew, this time from the ships of that merchant.
This is a group mission and relatively difficult to do on your own (unless you outlevel your opponents by a clear margin). You will be confronted by three identical merchant ships, guarded by two escorts. All of these will be level 5-14. You have to board one of the merchants to finish the mission. You can either try to board one as quickly as possible and then get out, or eliminate the escorts first (which needs more time and patience but grants more xp).
If doing this mission solo, the easiest way is to hide behind a rock upwind from the starting position of the enemy ships. Some will get to you much faster than others, because some ships travel much faster upwind than others. Cut off the front ship and unload with sail-damaging shot until you can board it, win the boarding battle, and complete the mission. You may need to restart repeatedly to draw a weak merchant that travels upwind well (to arrive before the other enemy ships). A 'Bermuda' Sloop is perhaps the ideal opponent.
