You have been asked to go and see a Captain in a nearby port who has need of your skills.

After you get to the port where this mission takes place and talk to the NPC Captain there, he explains the situation to you: there is a certain rather meddlesome noble in town who is trying to make peace between the local factions. This of course isn't in the interest of the privateer captains. Fortunately, the most important advisor to this noble spends a lot of his time in the tavern, where it should be easy to start a fight and shut him up permanently.

This is a swashbuckling fight in an instanced version of the local tavern against a single level 5 Boss.
