Differences between 1.5.48.0 and 1.5.48.4

The purpose of this build is to deploy the fix to the character and mission rollback bugs. This may also fix the problems that were causing "ghost" characters to be created on some accounts. This is a server-side change and so you don't need to download a new patch.
