Otherwise known as No-Consequence Pirates, these can be killed with impunity. No Reputation losses whatsoever. Indeed, they boost certain reputations, and some have Bounty missions available from Pirate Hunters. (Check the Regional Auction House Ports of each Nation.)

The percentages after the Reputation indicate the increase based on the level of the NPC boarded. (Based on British FT. Others please add your own variances in the Talk section of this page.)
