The town crier tells you that the local Magistrate is always looking for Captains to do jobs for him.

This mission merely serves to send you to the local magistrate or town boss once his first mission (Blood in the Water) becomes available. Note that it can still be taken (and finished) even after you have done all of the magistrate's missions, if the tiny reward is worth the few extra steps into town to you.
