The captured commander has died during interrogation, and the spymaster has prepared his report on the whole incident and asks you to deliver it.
No combat is required for this mission. You will just have to move around town and talk to various NPCs as directed by your mission journal (most of them won't be exactly happy about the report you're showing them).
