There is a double agent working within an enemies' navy. You have to meet with that agent, because he has secret papers your contact needs to see.
This is a sea battle against two opponents, both between levels 12 and 17. You are all starting the mission well away from the ship you have to protect, so there should be enough time for you to get their attention and prevent them from attacking your escortee (who will help you fight once he's in range).
