Something is not right with the pirate hunter you met. He has been seen leaving the port while flying the pirate flag of the man he killed in a duel. Your client asks you to chase him down and demand an explanation.
There will be three non-hostile ships in the area: your main target and two escorts (all about level 24-27). You have to sail up to the pirate hunter and talk to him. As soon as you do, his escorts turn hostile. You can either deal with them first, or board the pirate hunter's ship by clicking on it again (if you do, you'll go back to port after the mission and won't be able to kill the escorts for added xp).
On board the ship, you'll have to fight your way through a few of his crewmen (all level 27) to the aft deck, where the Captain is. He is a level 27 Lieutenant-rank NPC. Talk to him, then defeat him.
