The fleet defending the town has been overwhelmed by an enemy attack, and the magistrate's son is still out there on the run. You need to come to his aid quickly.
In short, this mission is very similar to Gather the Forces, only with fewer ships involved on both sides.
This is a sea battle against enemies between level 24 and 27. At first, there will be five enemy ships and three NPC allies. Three enemies will face off against two of your allies nearby, while the other two opponents will attack the ship you have to save. They will still be a long way off from him, but so will you, so you still need to hurry to come to his aid.
Similar tactics as in Gather the Forces work here as well: go for the more distant group of enemies immediately, only hitting the closer ships with as man broadsides as possible while you're passing them. This should enable your NPC allies to sink at least one or two of them. The timer for the fleet arrival is very short, but then the enemy fleet only consists of two more ships, so if you manage to sink only two of the original opponents before they arrive, your odds won't be too bad.
