The magistrate wants to crack down on enemy smugglers and is declaring their merchants enemy ships of war. All local captains are asked to help enforce this by seizing one of these merchants.
You will be up against a fleet of five ships: three merchantmen (one of whom you'll have to board) and two escorts. All of them will be between level 17 and 21.
