Now that Uncle Ibrahim seems to be willing to listen, it is time to formalize the alliance. Go to the Corsairs again, but mind your manners when trying to talk to their leader.
You will have to go back and forth between the admiral and Uncle Ibrahim for this one. As per the clue in the mission description, he will refuse to talk to you unless you bow to him before adressing him (target him and type /bow). Once you do, he'll be only too happy to agree to your proposal. Return to the admiral to tell her the good news, then back to Ibrahim yet again to finish the mission and get the next one.
