Teaches General Skills in exchange for captain skill points.

The General Trainer can give you 4 skills.
The first three are enhancements to battle skills you start the game with. These slightly increase the enhancements and slightly decrease the penalties.
The fourth skill allows you to converse in foreign languages.

This NPC can be found in the Capital of each nation and in cities with a Regional Auction Houses.
