Now that you've offered to help him become the ruler of Algiers, Yusuf first has to remove his brothers, who are ahead of him in line for the throne. The eldest of these is Rashid. Talk to him and tell him a certain door will be unguarded at night. This of course will be a lie, and Yusuf hopes that Rashid will get himself killed in an escape attempt.
After talking to Rashid, you enter an instanced version of the town through a door in the embassy. There, a few soldiers will be waiting for you and Rashid. Talk to them and then to Rashid, after which he'll turn hostile (he will be a level 25 Lieutenant-rank NPC). Defeat him to finish the mission (the soldiers will help you fight, so this is a rather trivial task).
