This starts out as a battle against an abandoned level 15 fort. When you fire on the fort, it turns out to be occupied, and returns fire. After the fort takes some damage, a level 19 ship spawns to attack you as well. Finish off the fort, and then attack the ship. The mission NPC shouts things at various times, which gives you a damage boost for a while, and then ends up blowing up some of your guns.
