The bartender's cousin has found out what those strange ships were looking for: the are searching for the coffin of Sir Francis Drake! The bartender feels that you should tell the magistrate about this.
No fighting required - you just have to go and talk to the magistrate to get some of the backstory from him, then return to the bartender to claim your reward.
