The Cardinal wants you to root out some Templars by pretending to look for a spy. You better go and check with Mogens Brisebois to see what the Templars actually suggest doing about it.
Mission Notes
Since you are actually working for the Templars on this mission, you will have to go and get the real mission briefing from Mogens Brisebois in Tortuga. He will tell you to just go ahead, as it won't make much difference to the Templars, but it will keep the Cardinal occupied.
In the main part of the mission, you will have to inspect (i.e. click on) five pirate ships which are scattered over the area. They will be guarded by four or five NPC ships (all around level 27-28) which will turn hostile as soon as you inspect the first ship.
From this point forward in what will turn out to be a long mission chain (at least 8), you will have to keep going to Tortuga to talk to Brisebois before you can do the actual mission, then back to Santiago for the reward and the follow-up. Therefore it would be very helpful, if you have a docking slot free, to park a ship in Santiago and the ship you intend to use for the missions in Tortuga.
