Shortly after you've delivered that family heirloom for the magistrate, you are stopped by one of your occasional employers: you have to deliver an urgent message to the magistrate's brother in another port.

This mission just involves sailing to another city to see the magistrate's brother (he'll be in a separate room in the tavern). In doing so, you'll have cause to get suspicious - so it's back to the NPC who gave you that mission, who in turn sends you to the magistrate. Claim your reward there and take the follow-up mission (Commendable Action).
