Thanks to your efforts, the pirates are finding themselves short of supplies. Your Navy contact has received news of a meeting between two rivalling pirate factions that are now forced to work together. He wants you to break up that meeting.

This is a sea battle against two groups of opponents (who will also fight each other, at least at the start). Your enemies will all be between level 11 and 19, and you'll be supported by about half a dozen NPC ships in the same level range yourself.

The British squadron consists of three ships, the leader and two regulars. So the counter in that line of the the mission objectives is correct, not the preceding text.
