In order to catch your suspected corsair spy, you need to put the coastal forts on watch. Deliver a dispatch to them to inform them of their new orders.
The situation when you first enter the mission is as follows: you will be some distance away from the fort, with half a dozen enemy ships (all around level 7-9) bearing down on you. By yourself, it would be very difficult to take them all out and keep the Fort alive as well (if any of them into the Fort's cannon range, it will support you, causing some of your opponents to attack it).
So for now, ignore all enemies and make directly for the Fort - you can treat this part like a blockade running mission. Once within hailing distance, click on the Fort, and you will find yourself on the beach before the stockades. Run into the Fort and talk to the leader there (he will be up on the barricades at the back, overlooking the main compound). Hurry, because outside your ship and the Fort will still be under attack!
Now run back to the beach and click on the longboat to rejoin the sea battle. At this point, a small flotilla of support ships will have spawned for you, making it a lot easier to finish off your opponents.
