The next step in discrediting Havana's leadership is to break into their House of Trade office and take their records detailing their fight against piracy. With these missing, your contact figures they will have a hard time explaining themselves to the Crown.
A swashbuckling mission in an instanced version of the Havana Company Office against level 45 opponents. There will be a total of nine enemies in the room, divided into three groups. But due to the very cramped surroundings it is very difficult not to agro all of them at once, so come prepared to fight most of them at the same time and bring Smelling Salts or a group.
Once you have defeated your opponents, you are free to look around. There will be various papers scattered around the room which you can click on. One of them will be the one you're looking for. After you've got them, you'll have to defeat a last group of guards that will have spawned in front of the door.
