The most influential man in town has a request he clearly doesn't expect you to refuse: you are to meet one of his merchantmen and deliver a crate to them.
You have to meet and talk to a merchant ship, then get to the exit point. There will be a few level 20 enemies in the area. Sinking them is not required for the mission to succeed.
