It seems that the magistrate's brother is trying to prevent him from getting any credit for retrieving that family heirloom. There is actually a ship on the way carrying a title and a commendation for the magistrate, but his brother has withdrawn its escort, and it's sailing through pirate-infested waters. You need to guide it into port by igniting some lighthouses.
This is flagged as a group mission. It is quite doable solo, however.
[edit] Saving the Capital Ship
An escort mission. There will be three lighthouses, with the mission's exit point in front of the third one. The mission area is a path of narrow channels through some big islands, with not much space to maneuver (which works in your favour, as it prevents the enemies from surrounding you or the capital ship). Your escortee will only move towards the next active lighthouse; if none of them is ignited, it will stay whereever it is at the moment.
You'll have to ignite the lighthouses in the correct order, and at the same time try to keep any enemies away from the capital ship. All enemy ships in this mission will be between level 5 and 8. Fortunately, the distances between the lighthouses aren't that big. Also, at the start there'll only be two opponents, but more will spawn as the mission progresses.
You can ignite the first lighthouse before you engage any enemies, and you'll still be between your escortee and them at this point. So getting the capital ship to the first lighthouse and you well on the way to the second one is no big problem. It's at around this time that reinforcements for your enemies start spawning though, so keep moving to stay ahead of them (and more importantly, keep the capital ship ahead of them).
The best strategy is to simply ignore the enemies and go light the lighthouses as fast as you can. The channels are narrow enough that AI ships will be unable to turn around, so the enemy ships will sail right past your escortee, and then be unable to turn and chase. It can then reach the escape point before too many other ships have time to spawn.

Once you have done that, you can return for your reward. This part will take place in a separate mission instance. The magistrate's brother will also be present, and you'll have to talk to both of them. When presenting the commendation to the magistrate, you will have to salute him first (type /salute).
At one point, his brother will insult you, after which you'll have a choice: you can take offense and duel him, or you can refuse to be provoked.
- If you choose the first option, you will then have to fight his brother in a swashbuckling duel (a level 10 Boss). Although the magistrate won't be very happy if you kill his brother.
- If you choose the second option (stay calm), the magistrate will thank you for your restraint and this will also be rewarded with a 100 experience bonus.
After this, you can claim your mission reward.
