Ship Refits and Marks of Victory

-Marks of Victory rewards from killing other players are now scaled to the level of the ship the target was sailing.
Before it was either 1 Mark, or 2 Marks if the target was in a level 50 ship.
Now the range is 1 to 5 marks, based on the level of the targets ship.
10-19 gives 1 mark, 20-29 gives 2 marks, 30-39 gives 3 marks, 40-49 gives 4 marks and 50 gives 5 marks.
