After you brought back proof of the pirate presence, the magistrate wants you to make a public showing of your fight against them and escort a convoy to protect it against the inevitable attack.
A sea battle in which you have to support a fleet of merchants against a pirate attack. Counting your NPC allies, the two sides should be about evenly matched. Your opponents will be level 1 and level 2 ships.
It helps if you attack the pirates that start to your north first, rather than the ones to the east. The merchant ships that you must save will flee upwind to the west, and if you head off to the east at the start, you may be unable to save them.
