The magistrate has another job for you but refuses to tell you what it is. Instead, you have to take a letter to the local doctor, who will hopefully tell you more.

First you will have to talk to the local doctor, who will tell you more about the plan (which incidentally doesn't seem to make a lot of sense). After this, you start the main part of the mission:

You'll be at the end of a small bay, with a large enemy fleet (between level 19 and 38) blockading the way to the exit point. Near you will be three allied ships - click on each ship to get it to follow you. Your task is to lead those ships through the blockade to the exit point (two of them have to reach it to succeed).
