The magistrate's betrothed is on a ship that's on the way into port. He's asked you to go out to meet it and escort it in.
There will be a single level 11-12 ship in the area. After you've approached it and hailed it, it turns out they've taken the magistrate's betrothed captive and are holding her for ransom. And since you're already here, they think they might as well take your ship too. Make them see that this was a bad idea by sinking them.
