Note that these torrents are created for the 2.9.46.2/2.09.46.03 Build.
Using this method on future builds might work, but it will most likely try to download newer/more files from SOE servers.
1. Downloading the launcher (Optional)

You may download the complete launcher on the link below

This torrent contains the entire launcher and will download into a folder called "Pirates of the Burning Sea"
NOTE:
I accidently included my pirates_local.ini and alchemy_local.ini in this torrent
If you want a default game configuration, please delete these and
restart the launcher
2. Downloading the game's "PIG" files

This torrent contains the game's "PIG" files and will download into a folder called "piggs"
3. Move files and folders
Now when the torrents have finished downloading.
Place the "piggs" folder that you downloaded into your "Pirates of the Burning Sea" directory, replace any existing files.
Win7 default location is:
C:\Users\Public\Sony Online Entertainment\Installed Games\Pirates of the Burning Sea
(If you did step 1, this path will be wherever you extracted the launcher download)
The result could be like this.
Example structure:
C:\Users\Public\Sony Online Entertainment\Installed Games\Pirates of the Burning Sea
C:\Users\Public\Sony Online Entertainment\Installed Games\Pirates of the Burning Sea\LaunchPad.exe

C:\Downloads\PotBS_2.9.46.2_PIG_Files\Pirates of the Burning Sea\piggs
4. Running/Validating
Run "LaunchPad.exe"
The launcher should now check/validate all existing files
If you have any problems, try deleting the cache folder and the following files in your game directory:
.DownloadError.txt
.DownloadStats.txt
.DownloadInfo.txt
And then try running the launcher again.
No further downloads should be required
Congratulations
You should now have the game fully installed and playable.
