Deliver a letter to Fortune Beeley in Ruddy Cove.

The company's adjuster, Payne Wakefield, convinced the governor to attack Ruddy Cove as a way to clear out his jail of pirates. This was supposed to send a message to the wreckers here. Well, it sent a message all right, not the right one. The wreckers salvaged quite the bounty from the battles flotsam and jetsam. I warned Wakefield that this might happen but he din;t listen to me. The man only sees ledgers and profuts, he's never taken the time to get to know any of the people. Personally, I think he should travel a bit more.
