The magistrate is letting you in on a secret: he has an informant in the camp of the pirates, none other than the mistress of their leader. He would like you to visit her so you can deal with her directly.
This mission will not require any fighting, merely talking to some NPCs as directed by your mission journal. However, it serves as a starting point for one of two mutually exclusive mission lines in the port you've been sent to, so there is a decision to be made if you want to continue doing missions in this port.
You will first have to see afore-mentioned pirate leader's mistress who'll in turn send you on to talk to two of her friends. They'll fill you in on the situation in town: each of them has different ideas on how to deal with the two rivalling local pirate factions, and is favouring one of these factions. After you've returned to the mistress to finish this mission, they will both offer you the beginning of a mission line; but as soon as you accept one of them the other one becomes unavailable (see follow-up below).
